Bug#4653: smail doesn't set owner/group/mode in savelog call

I will try not to use email before the 2nd cup of coffee... Sorry, so here is
the third mail on this, it should be
	
	savelog -u root -g mail -m 644 -c 7 logfile paniclog >/dev/null

instead of what I originally proposed (with a bad -o instead of -u)
	
	savelog -o root -g mail -m 644 -c 7 logfile paniclog >/dev/null

to replace what /etc/cron.daily/smail has as

	savelog -c 7 logfile paniclog >/dev/null
