Bug#4581: "libpaper" doesn't build...

Package: libpaper
Version: 1.0.3-1

While attempting to build libpaper, I received the following message:

	make[2]: Entering directory `/bld/src/new/libpaper-1.0.3/src'
	gcc -O2 -c paperconf.c -o paperconf.o
paperconf.c:9: paper.h: No such file or directory
	make[2]: *** [paperconf.o] Error 1
	make[2]: Leaving directory `/bld/src/new/libpaper-1.0.3/src'
	make[1]: *** [all] Error 2
	make[1]: Leaving directory `/bld/src/new/libpaper-1.0.3'
	make: *** [build] Error 2

It appears that overriding CFLAGS in "debian/rules" is the culprit.
