I think it's a bad idea, and it is also contrary to the current Debian
policy (look in /usr/doc/X11/debian.README).

Not that policy can't change, but I think this one should stay as it
is, unless someone's going to come up with some magic way for
maintainers of X-based packages to generate "intelligent patches" for
the app-defaults files.  Otherwise there is no way for maintainers to
be assured that existing app defaults files contain all the necessary
items without writing tedious, demonstrably unnecessary shell scripts.
