Bug#4298: arrow keys in dselect don't work after search

I'm running dselect in an xterm. I go to the "[S]elect" part of it, and
the up and down addor keys scroll through the list of packages. But when I
type "/mosaic\n", to search for mosaic, the arrow keys stop working.
ctrl-p and ctrl-n still work, as do pageup and pagedown and all the other
keys, except for the up and down arrows.

(I have this in Xresources to set up proper key movement characters in an
xterm:
