Bug#4241: Connect with nothing to do

Andy,

  Here is the output from running dselect's Install with the ftp
  method right after a successful install (e.g., there is nothing new
  to download).

  When the size is 0k, instead of saying "Do you want to select..."
  you should, "No files to download" and continue with the
  installation, bypassing the ftp step.
