Bug#4168: xemacs wants lock-dir under /usr

This is odd.  It works fine as /var/lib/xemacs/lock on a couple
different systems here.  Can you check and see if /var/lib/xemacs/lock
exists and is mode 1777?  Also, are you sure you're using the right
xemacs?  Unless you renamed it, the xemacs in my package is
/usr/bin/xemacs, not /usr/bin/emacs.
