Bug#3450: netpbm should replace/conflict with pbmplus ?

I got a huge number of file conflicts between pbmplus (10dec91-2) and
netpbm, all for the manpages.

Either the manpages should have the suffix .1netpbm instead of .1
(though as the binaries are in /usr/bin this is probably unnecessary)
or netpbm should Conflict/Replace pbmplus so that pbmplus gets
removed (if this is appropriate) or Replace it so that the files get
overwritten without warnings (if this is appropriate).

Which of the latter two to do depends on whether pbmplus is staying
around or not.
