Bug system messages' "Reply-To" field

I've arranged for this field to contain the address of the submitter
of the message (usually the submitter of the bug report) and the
address <nnnn>@bugs.debian.org.

This means that a plain `reply', rather than `reply to all recipients'
or `followup', will hopefully put something useful in the To field for
you.

It is better to reply to messages at <nnnn>@bugs.debian.org (and
<nnnn>-maintonly, &c), so that people who follow up don't have to
preserve the Subject.
