Bug#3256: sysklogd message in postinst

I just upgraded to sysklogd from syslogd, and saw:

> Version 1.3 of the package is the culmination of about two years of
> experience and bug reports on the 1.2 version from both the INTERNET
> and our corporate Linux networks.

What is this paragraph for ?

> The default behaviour of syslogd has altered from 1.2 to 1.3. By default
> *no* messages from the UDP port are accepted.
>
> Read the documentation in /usr/doc/base/sysklogd carefully. Some important
> things have been changed!

I don't think this is actually true. If it is then perhaps the
postinst should do some more checks or something, or perhaps even
prompt the user.

Alternatively you could just leave the message in the release notes.

The filename /usr/doc/base/sysklogd is incorrect; the documentation is
actually in /usr/doc/sysklogd (a plain text file).
