Bug#3224: apsfilter doesn't configure on a read-only filesystem

I'm afraid I don't understand, which file is it attempting to write, how
exactly is the filesystem mounted (where, etc.). Is it trying to write the
config files (in /etc), or the spool directories (in /var/spool/lpd)?
