Bug#3155: spice still on my system

I will be rebuilding spice and other electronics packages after the release.
Spice was restricted to not be distributed to certain countries when last
I checked. I know everyone puts it up for anonymous FTP, but Berkeley does
_not_ want that - I spoke directly with their licensing person.
Thus, it will be available on ftp.hams.com, and you will have to get a
password from me to download it.
