Bug#3150: inetd started too soon

Inetd is started early in the bootup process. This is probably
good, but the login services such as telnet and rlogin are also enabled,
and one can login before system bootup is complete.

I don't exactly know how to solve this, but one way would be to
do an "echo The system is booting > /etc/nologin" and remove this
nologin file in a seperate script that runs last (S99rmnologin).
