/usr/share and locale: pb

Hello,

I just saw that the autoconf-2.10 package will not use /usr/share because
the fs std says that /usr/lib is a better place (and a link can be done
to /usr/share).

Now, I wanted to move my fr_FR locale from /usr/share/locale to
/usr/lib/locale where there's already an (empty) en_GB dir. And then
nvi stopped recognizing diacritic characters! So I assume that the
libc or whatever does the locale lookup (it should be the libc) wants
locale definitions in /usr/share.

What's right, then?
