Ah, great, thanks for the patch.

I've applied it in dpkg 1.2.3.

If you're feeling very kind you could write a script which will fix
the problem once it has happened - ie, merge together sections with
identical titles.

I'll leave the bug open until such a script exists; when it does exist
I'll have dpkg invoke it appropriate when it is upgraded.
