Bug#3078: apmd has `Priority: low' in the package control file

The Priority in the control file is nothing to do with the
(invented-with-dchanges and now obsolete, I believe) Priority in the
dchanges format.
The control file Priority field represents how important the package
is; its values are Required/Important/Standard/Optional/Extra, and
they are allocated by the central distribution maintainers.
