Runtime Libs still in "devel"

There are several runtime libraries in the "devel" section.  Shouldn't
these be moved to a more appropriate section?

tcl74-7.4p3-3.deb
tcl75-7.5-1.deb

tk41-4.1-1.deb
zlib1-0.99-2.deb

I am under the impression that "devel" is for development tools only and
anything that may be required for just running a system should be elsewhere.
This way a user who doesn't want to do development can safely skip this
entire section.
