Bug#2927: usr/info/dir in base confuses install-info

This bug has been fixed. Unfortunately the fix will only help a new
installation. Here is a script which will recreate the dir file after
it's been corrupted.
It missed a couple of files on Susan K.'s machine, so it may also miss
some on yours. Just add those by hand with install-info.
