Bug#2872: Apache starts several times

Everytime /etc/init.d/apache is called with option `start' a new server is
started (thismight cause problems when chnaging runlevel). However, it does
not come up, but prints the error message:

httpd: could not bind to port 80
bind: Address already in use

I think the init.d scripts should be idempotent. That's why we use
start-stop-daemon I think.
