The bug system copies the X-Debian-CC header to Resent-CC when it
forwards it to debian-devel.  This means that when people `reply to
all recipients' (as most do) they automatically CC the person who was
in X-Debian-CC as well as debian-bugs.

So you don't need to include an X-Debian-CC again, and nevertheless
the bug system doesn't remember the addresses.
