Finally! This release fixes most of the outstanding bugs, I'll
close them and send notes to the original submitters over
the next few days.
It does not do a perfect upgrade, in that it makes no attempt
to use the existing /etc/httpd.conf file. Instead, if it detects
one, it prints a message about it, and then creates a new
/etc/cern-httpd.conf, relying on the user to update the new
one with any customization from the old one.

logfiles are reopened after rotation (Bug 2014).
* re-did debian.rules. First line is now #! /usr/bin/make -f,
per Debian standard (Bug 2236).
* debian.postrm now removes log files on purge (Bug 2080).
* changed CERN references from info.cern.ch to www.w3.org (several
locations) (Bug 1886).
* updated Debian Bugs URL in default Welcome.html (Bug 2221).
* changed 'default delimiter' in postinst (httpdconfig) from
()'s to []'s (Bug 1977).
* default user html directory is public_html (to match doc) rather
than public-html (Bug 1886)
* Updated control file to current standards. Changed maintainer.
* Some other changes to the debian specific parts of the source
package, none of which affect the binary package. Details are
in the source package, particularly debian.ChangeLog and debian.README,
if anybody cares.
