Uploading sysklogd-1.3-2

I'll upload the *new* and corrected sysklogd package in a few
minutes to master.

Version 1.3 of the package is the culmination of about two years of
experience and bug reports on the 1.2 version from both the INTERNET
and our corporate Linux networks.

The default behaviour of syslogd has altered from 1.2 to 1.3. By default
*no* messages from the UDP port are accepted.

Read the documentation in /usr/doc/base/sysklogd carefully. Some important
things have been changed!

This upload *is* ELF and the executables are linked against the correct
libc. It's compiled on a brandnew installed Debian machine.

Note for Peter Tobias:

  Could you comment in the service syslog in /etc/services if this version
  works for you. This syslogd won't accept any message from the UDP port
  unless you specify -r on the commandline.
