Bug#2737: arrl-infoserv: missing source file

While checking the ftpserver I noticed that the file
arrl-infoserv-1.0.0-0.diff.gz is missing on ftp.debian.org.
Even if this package is located in the non-free area, both
the .tar.gz and the .diff.gz should occur there.
