refile, close buttons in the bugs www pages

That's OK, we don't need the subject at all.

Now that Ian owns the entire bugs.debian.org mail-address-space, he
doesn't really need to use the subject to find the bug number. He can
give each bug its own address using the .qmail-bugs-default file . For
example, the address used for bug report 1234 would be
bug1234@bugs.debian.org . There could also be addresses like
bug1234-refile@bugs.debian.org and bug1234-done@bugs.debian.org . The
script to direct these would not be much different than the one that
does it using the subject field now.
