Bug#2624: textutils needs to break fmt-related files out separately

This package installs /usr/bin/fmt and /usr/man/man1/fmt.1.
These files are also installed by the alternative elvis fmt package.

The elvis fmt package is constrained by dpkg operation not to
declare a conflict with textutils.  Declaring a conflict with
textutils would make it impossible to ever install the elvis
fmt package.

With no conflict between these packages declared, installing
the elvis fmt package will overwrite these files previously
installed by the textutils package, and a subsequent upgrade
of the textutils program will silently overwrite these files
installed by the elvis fmt package.

My understanding is that, in order to avoid this, it is necessary
for these files to be broken out of the textutils binary package
into a separate binary package, so that other packages (e.g. the
elvis fmt package) installing alternate implementations of the
fmt(1) program may declare a conflict with this new package.
