Bug#2571: bootdisk: Formatted with which format?

When you decide to create a boot disk your're prompted "Please insert
a formatted floppy diskette in to your boot drive and press <ENTER>".

This is quite nice, but how shall the floppy be formatted? DOS FAT?
Linux ext2? Linux xiafs? Minix?

Normally I would take ext2, but that filesystem isn't often used on
floppies, so I would choose Minix, but as the Debian bootdisk is a DOS
FAT disk containing Pete Anvins syslinux, I'm really confused.
