Bug#2553: psutils: fixmacps zero bytes.(with solution)

Hi!
When 'hunting' for non-ELF binaries in /usr/bin I came across the file
'fixmacps'.
I thought it was strange that the lenght was zero bytes long...
..so I re-installed the psutils-1.16 package, but it doesn't solved the
problem.
But it was easy fixed.
I rebuilded the source and now everything is ok.
