I think this is really a problem with dpkg/dselect.  It is not
reasonable to have packages always prompt the user when files are
moved from one to another; instead, the upgrade mechanism should be
dselect, which should allow the user to see that a new package has
arrived and encourage them to select it.

Unfortunately dselect's user interface is still rather poor, but this
is already an outstanding bug so I'm closing this one.
