I don't know.  That's why I asked.

A quick check of my system revealed that of the 43 .deb files in base,
only 

base-0.93.6-13.deb
dpkg-1.1.0.deb
e2fsprogs-1.01-3.deb
ed-0.2-10.deb
image-1.3.64-0.deb
ld.so-1.7.14-1.deb
syslinux-1.20-0.deb
sysvinit-2.58-2.deb

have an 'Essential: Yes' line in their control file.

miscutils-1.3-7.deb

has an 'Essential: No' line and the rest don't have any 'Essential:'
line at all.
