Bug#2475: at' uses middle-endian 2-digit-year date format

This is wrong.  ISO standard big-endian would be:

   1996-03-17 21:00:00

>  21:00:00 1996 Mar 17      (Big-endian with textual month)
>  17 Mar 1996 21:00:00      (Little-endian with textual month, RFC822)

True, but some of at least TRY to use a a sensible date order.  I use
either ISO standard or what's listed above as RFC822.

I would vote for the ISO standard for the corrected at myself
