Please make it depend on "elf-x11r6lib". The "xlib" package provides this.
You don't have to install X to install the "xlib", it isn't too big,
and it resolves all of the shared library references of programs that
sometimes use X and sometimes don't. Having this package allowed us to
dispense with a lot of program-with-X and program-without-X dichotomies.
