If you declare them to be conffiles and the user never touches them, there
will never be any reason to bother the user when replacing them, as dpkg will
be able to tell they were not edited. If the user _does_ touch them, that
qualifies them as conffiles, doesn't it?
I think it's safe to declare them as conffiles, and it never hurts.
