Before reading your message I thought they /had/ to be conffiles. Now
I think that in general they will be, but not necessarily so. Consider
the case where I choose to call the program with site-specific
command-line options, for instance. Some deamon/startup program that
offers NO CL options may not need conffile status, I suppose. I think
the assumpion that there is "no need" to change the file is too weak.
