Heh?  Did you take that out of context?  I was referring specifically to 
Debian-only packages, in which all changes are Debian related!

The question was how to name packages like dpkg, dchanges &c which were 
written specifically for Debian, and so have no upstream source (I think 
of this as being different from an ordinary package for which the 
maintainers of the Debian and upstream sources just happen to be the same 
person).  In this case, a revision field is meaningless, because the 
version number doesn't have to conform to the upstream version - of 
course, you can still have a patchlevel for minor changes, e.g. 
dpkg-1.1.0.
