I noticed a while back that this directory is sometimes created automatically
when an ncurses program is run under circumstances that I still do not
understand. It used to be created for me (if it didn't exist) whenever I
started a new shell in emacs, to create none other than an entry for `emacs'.

In this case it was `zsh' which created the directory via the ncurses libs.

Hmm.
