Bug#2400: arp -a doesn't work

arp -a doesn't list all the entries like it's supposed to.
For example.
[toaster:/home/andrew] /usr/sbin/arp -a
Address HW type HW address Flags Mask
203.8.116.42 10Mbps Ethernet 00:00:C0:A4:41:96 C *
[toaster:/home/andrew] cat /proc/net/arp
IP address HW type Flags HW address Mask Device
203.8.116.42 0x1 0x2 00:00:C0:A4:41:96 * 0
203.8.116.44 0x1 0x2 00:00:E8:C1:DE:6C * 0
This is using kernel 1.3.68.
