Bug#2391: mirror -- minor config problems

IMHO, the use of a mirror directory is exactly the right way to do it.
I have just been delving into mirror in the last few weeks and I was a
little confused by the man page myself.

Reading the mirror-master manpage answered some of my questions.

Just my $.02,
  Costa

   A couple points about mirror:

   1) Why is "mirror.defaults" in its own subdirectory ("mirror") under /etc?

   2) The man page does not properly describe the location of "mirror.defaults".

          [...]
(or standard input). If a file named mirror.defaults can
be found in either the directory the mirror executable is
in or in the PERLLIB path, then it is loaded first. This
is used to provide common defaults for all config-files.
          [...]

In theory, theory and practice are the same. In practice, they're not.
