Bug#2391: mirror -- minor config problems

I created a directory for mirror under /etc because I always meant to add
one or two files in a directory /etc/mirror/packages, for example to mirror
the stable tree of the Debian distribution.

When I was about to do that, lots of funky things happened with the archive
at ftp.debian.org (ie that old story about Infomagic and the 1.0 release and
us shutting down some parts of the archive to the outer world) so I wanted
things to settle.

So given that a subdirectory is created to contain further files, I moved the
config file mirror.defaults into the subdirectory created for its
package.

Sure. I guess there are couple more Debian manpages out there that need
fixing.  That's why "dpkg -L" is so handy to know where a package stores its
files.
