problems with unstable tree

Hi..

Well, I think I fixed all outstanding problems with the unstable tree:

  * Packages file now builds all by itself ;)

  * permissions should get patched up the next time ftp.debian.org runs
    its mirror.  It ran at least once more and the problems didn't get
    fixed, so I touched all offending unreadable files.  Better than the
    alternative.

If you see anything else wrong, give a yell.
