Bug#2374: gcc-2.7.2 dependency problem

I have two things to add here.  First, the relationship should
probably be recommends rather than depends.  It is possible for
someone to install gcc only to get the front-end for fortran or pascal
development.  Second, the target should be libc-dev (which is not
currently provided by libc5-dev, but should be).  Although this
particular version needs libc5 to run, it could be used to develop
with libc6-dev, when/if it comes along.
