AFAIK the change to using latin1 should not affect ordinary users very
much. If you have problem tell me. If you want to see the latin1
characters from an xterm then you dont have to do anything. If you
want latin1 characters on a VT then you need to load an appropriate
font. Remember that man caches preformatted man pages in /var/catman
so if you dont see what you expect than check you are not seeing an
old preformatted man page (try man -dd foo).
I doubt whether the use of nice in the cron jobs will have much
effect.
