Debain 1.x release target

Yesterday, I read an article in the latest LJ which overviewed
debian and several other linux distributions. The article said,
with a bit of overoptimism, that Debian 1.1 would likely be
released by the time the article saw publication.

How is the move to elf going, overall? Which packages are not
yet elf? Which packages need bugfix work to get them in releasable
shape? Are boot/root/base changes for the next release identified?
Would it be reasonable to set a Debian 1.x release date target
and work towards it?
