Bug#2324: fdutils and miscutils both provide the setfdprm binary

This will be solved as soon as the maintainer problem for miscutils are
take care of. I take it Jeff is too busy to spend much time on the package
and a new maintainer hasn't been found yet. FYI setfdprm isn't the only
file, fdutils-4.2-2 also contains fdformat. And the /etc/fdprm file is
contained in both, too. I think the best way is to remove these files from
miscutils, since fdutils is a floppy utilities package, i.e. these files fit
pretty well.
