Quota-1.51-3 released

I'm sorry. I accidently remove the EXT2_DIRECT flag in 1.51-2. Doesn't do
any harm, but makes quotacheck much slower. This is fixed now. Also I added
the rpc.rquotad daemon. However, I cannot test it in my environment. If
anyone can I'd like to know if it works.

	quota (1.51-3):

	* re-enabled EXT2_DIRECT

	* changed some include directives to make it compile with linux
	  1.3.60+. IMO this should be corrected in the include files, though.

	* added rquota daemon
