Manpage if no amanpage availabel



Hi All,

I received a few suggestions about the manpage which can be linked to
if no manpage is available from Kai Henningsen, Ian Jackson, David H.
Silber, Carl Streeter. Thanks. I did a few modifications and renamed
the manpage a little because I had the fealing that the previous name
was a little far-fetched because acronymous. I hope everybody can live
with the name `noman'. I don't know in which section this manpage
should go: I choose section 5 but 7 might be a good choice too.

from man:
       5   File formats and conventions eg /etc/passwd
       7   Macro packages and conventions eg man(7), groff(7).

I suggest putting this manpage in the manpages package, but perhaps it
is better to include it in dpkg or base. Opinions?
