dpkg 1.0.14: more bugfixes, dpkg-name incorporated

This release includes Erick Branderhorst's dpkg-name program (and
conflicts with his package, which should be removed from
project/experimental if this version turns out to be OK).

There are also some portability changes and a fix to a file descriptor
leak of one fd per maintainer script run which would cause large
installation runs to fail dramatically (but safely).

The files below will go into my upload queue on chiark, pending a
decision on where things should really go ...

dpkg (1.0.14); priority=MEDIUM

  * fixed file descriptor leak in dpkg introduced in 1.0.11.
  * included dpkg-name in this package (conflicts with dpkg-name).

  * redraw in dselect main menu changed to use clearok (like in lists).
  * sa_restorer in struct sigaction no longer used (portability fix).
  * removed Guidelines from source package.
