New fdutils version

The same problems as with the quota package. I also included fdformat in
this package. This is just meant for testing purposes. It may remain there,
though, if we decide it should be that way.

	fdutils (4.2-1):

	* Corrected controls file

	* Added fdformat for those who want to compare it to superformat.
	  It is not decided yet, what we will do with this program in the
