Bug#2242: mc should depend on ncurses3.0

Package: mc (Midnight Commander)
Version: 3.1.4-0

Installation depends on ncurses-base, which doesn't install the required
shared library. Installation should depend on ncurses3.0, which does
install the required lib.

I am running Debian 0.93R6 + ELF libs + kernel 1.3.57

ldso 1.7.11-1
