Bug#1415: problems with acct package

Package: acct
Version: alpha-5-7

Firstly, I only wanted the `acct' package because it contains `last',
and I think many others may be in the same situation.  Can `last' be
moved to another package, please ?  Then `acct' can be downgraded and
only people who know what process accounting need see things like:

 Preparing to replace acct (using ./admin/acct-alpha-5-7.deb) ...
 accton: Function not implemented
 Process accounting not available on this system.
 accton: Function not implemented
 Process accounting not available on this system.
 Unpacking replacement acct ...

Furthermore, the .deb file in binary/admin/acct-alpha-5-7.deb has:
 VERSION: =V
 PACKAGE_REVISION: =D

This should be fixed before the release, as version numbers starting
with `=' symbols sort very high.
