Bug#1391: texbin depends on texlib but DEPENDS not declared

Version: 3.1415-3

 * Trying to install the new texbin-3.1415-3 fails because texmaketexfmt
   is not found

 * but it exists is texlib-1.0-4

 * and texbin installs fine after texlib has been installed

 * dpkg version is 0.93.72
