Bug#1384: hostname fails on standalone machine

/etc/host.conf does not exist.  I suppose one of us should reclassify
this bug report to point to the base disks.  I'm not sure who is
supposed to do this.  Do you want to?  If not, I'll try to dig up the
posting that explained how to do it and do it myself.
